Javadekar cited civic poll results from Arunachal Pradesh, outcome of Assam's autonomous Bodoland Territorial Council and Assembly bypolls in Uttar Pradesh, Madhya Pradesh, Manipur and Gujarat and said,"everywhere, the BJP is rising and the Congress is losing everywhere."
