If you have a smart meter then, you cannot do what Dork is proposing to do (unless your smart meter is not working and you take and send them your own readings).

Dork is proposing to falsify his (non-smart) meter readings in order to gain financially to the detriment of his supplier.

As to whether this is fraud and illegal - he would be advised to read Martin Lewis' very recent view on this. Link:
