A criminal gang kidnapped civilians for ransom in the Idlib province. The experienced British aid worker Mohammed Shakiel Shabir was abducted last November by them, and they demanded $4 million for his release. HTS security forces have been working to eradicate kidnapping and assassination gangs, including ISIS sleeper cells operating in Idlib province. HTS security forces freed a chained Shakiel after his kidnappers were arrested.
