Since 2007, the Institute for Economics and Peace has been releasing the Global Peace Index (GPI), which is the world’s leading measure of global peacefulness. It ranks 163 independent states due to the level of their peacefulness, which is defined by specific parameters.

There are three factors used by GPI to measure a country’s Negative Peace:

  1. Ongoing Domestic and International Conflict (first 6).
  2. Social Security and Safety (from 7 to 16).
  3. Militarization (from 17 to 23).

These domains include 23 indicators, which define a “peaceful country”:

  1. The number and duration of internal conflicts.
  2. The number of deaths from external organized conflict.
  3. The number of deaths from internal organized conflict.
  4. The number, duration, and role in the external conflicts.
  5. The intensity of the organized internal conflict.
  6. Relations with neighboring countries.
  7. The level of perceived criminality in society.
  8. The proportion of the people who belong to refugees and displaced in a percentage of the population.
  9. Political instability.
  10. Political terror scale.
  11. Impact of terrorism.
  12. The number of murders per 100.000 people.
  13. The level of violent crimes.
  14. The likelihood or violent demonstrations.
  15. The number of population per 100.000 people.
  16. The number of police and internal security officers per 100.000 people.
  17. The Military expenditures as a percentage of GDP.
  18. The number of armed services personnel per 100.000 people.
  19. Financial contribution to UN peacekeeping missions.
  20. Ease of access to small arms and light weapons.
  21. Nuclear and heavy weapons capability.
  22. The volume of transfers of major conventional weapons as exports per 100.000 people.
  23. The volume of transfers of major conventional weapons as recipient per 100.000 people.
