Exactly as Thom described.

In the old Rules there was a Decision about this and IIRC it said something like 'Distractions are a common occurrence on a golf course which players just have to accept'. Deliberate distracting is naturally not included in this.

P.S. I liked that 'politely draw the issue to their attention'. Here in Finland it means 'bust the other player in the jaw'.
