Frame ID : Nervex lugs, biplane fork

Any ideas? It’s been repainted obviously and someone hacked the derailleur hanger off. The fork appears to be original but it might not be. BB threading is English and it takes a 27.2mm sestpost. There’s two serial number, ones says J3431 and the other is 21967.
