Prime Minister Scott Morrison insists if Labor leader Bill Shorten votes to change offshore processing, any ramifications will be on his head. The government could lose a historic vote in parliament next week to put medical refugee transfers in the hands of doctors. If that bill passes, it will be the first time the government has lost a vote on substantive legislation since 1929.
