A recent investigation has found that the British army operated rules of engagement in Iraq and Afghanistan that sometimes allowed soldiers to shoot unarmed civilians. According to the probe, soldiers serving in the two countries were at one point told that they had permission to shoot anyone acting in any way suspiciously.
