Blue State Lawmakers Target Wealthy With Progressive Income Tax Hikes That Would Hit Small Business

Illinois and Massachusetts are two blue states that, contrary to conventional wisdom, have relatively low, flat state income tax rates. The new governor of Illinois, however, as well as Massachusetts legislators, are pushing to change that.
