Arsenal make offer for €40m-rated Tottenham target – report

Arsenal have made an offer for AS Roma forward and alleged Tottenham Hotspur target Cengiz Under, according to reports in Italy.
Under was linked with Spurs before he left his native Turkey for Roma in the summer of 2017, and the Londoners have been mooted as his next destination a number of times since then.
Italian outlet Calcio Mercato (via Sport Witness) claims Tottenham have been scouting Under and have asked Roma for information about the 21-year-old.
The report goes on to say Spurs’ north London rivals Arsenal have made a concrete offer for Under, but there is no indication whether the bid means the Gunners are in pole position to sign him.
