We have a lot of this on our course, expansive NPZ areas inside PAs and the rule treatment divides purely on the basis of lie of the ball.  Ball in NPZ part, compulsory penalty relief outside the PA.  Ball in PA, not lying in NPZ but interference with stance, swing, options are free relief in PA if it exists, otherwise compulsory penalty relief outside PA.
What is the logic?  The RBs said so.  There are other situations of compulsory penalty relief from PA and we have one of those too: concrete pipe channels water from a red (lateral) PA across the fairway's dog leg and the pipe entrance is in the PA and faces the oncoming golfers.  Ball goes into pipe and can't be reached or identified, then player's only option is penalty relief from PA because ball is considered to lie at the entrance to the pipe even though it's actual position is under the general area (but not found or identified).
