State Department report calls Jamal Khashoggi's death a human rights violation

In its annual human rights report, the State Department acknowledged Saudi Arabia's killing of U.S. resident Jamal Khashoggi, but did not implicate Saudi Crown Prince Mohammed bin Salman in his death.
