Neighbors feud over balcony

It's unclear whats thre conflict is all about, but in v.ideo they say that it's illegal construction where downstairs neighbor is trying to add a balcony to an apartment. The voice of the lady in v.ideo is saying mentioning something about the lady of the downstairs apartment has moved here (russia?) from moldova and employing moldovans for construction work. You know they are acting as if the place has been declared the property of rome and they are free to behave like romans. She mentioned that they were prohibited from doing construction yet they are ignoring such "trivial issues" and proceeding with construction. I'm no architect or structural engineer, but maybe upstairs neighbor has a point. Those buildings are old. They are not designed with such "romans" in mind. Maybe the conflict is not over construction of balcony. Maybe they are feuding over something else. Keep in mind that upstairs neighbor might be also the "roman" who moved here before "roman" downstairs. As she is using very unconventional methods to prove her point. I guess she started with hosing the basket cases down below. They lotioned the "problem" with a tarp. She upped the game with some sort of pickaxe. Courageous and brave warriors from amazon.
