OPP seeks repeat offender known to frequent Eastern Ontario region
Provincial police are searching for a federal prisoner who has been known to frequent Kingston and other Eastern Ontario regions in connection with a breach of statutory release.
Fern Joyal, 25, is described as Caucasian, five feet nine inches tall, weighing 190 pounds (86 kg) with brown hair and hazel eyes.
He has several tattoos which include a star on his right cheek, Skull 777 Native Pride on his right forearm, “HNIC” on the left side of his neck, “SHELBY” on the right side of his neck and on the centre of his neck is a skull holding two guns.
Joyal was serving a 40-month sentence break and enter, uttering thefts to cause death, and a number of weapons charges.
He left a Kingston halfway house on April 1 and did not return. He is also known to frequent the North Bay, Toronto and Temiskaming Shores areas.
