Tubular Tire

Tried pre-stretching my Panaracer 700c x 23mm tire today. Tried pumping to 10psi and then 20psi and putting on rim but could not get it to stay, maybe related to how it was folded for delivery. Wondering, could my rim be 27"? 22.5mm tire better? Maybe just need to stretch tire another way first? Pumped up more fully and left it to sit for a while, shown in photo. Maybe next time I can get it to sit like a rubber band around 20psi? Easier to fit when part is glued, without ripping around valve? Don't want to get glue everywhere later. When it is glued and valve is in, where should I start pushing tire?
