Massive flower theft in Russia

Every year Putin increases the magnitude of celebrations of "Russia's Victory" in WW2.
Petrobillions are wasted on the so-called "decoration" of Russian streets with flowers.

This doesn't last long, however - enterprising Russian citizens massively steal the flowers in broad daylight.
