Armenia launches electronic platform for whistleblowing
The Ministry of Justice, in collaboration with the World Bank (WB) Office in Armenia, on Tuesday held a special presentation event to introduce a new electronic platform for whistleblowing
The system guarantees the protection and anonymity of individuals accessing the service to report the law enforcement authorities on crimes of corruption and different other wrongdoings.
WB country manager Sylvie Bossoutrot highly appreciated the initiative as an important effort conforming to their advocacy of promoting transparency, accountability and participation. She expressed her belief that the system will help build public trust and effective governance'.
''Whistleblowing can give crucial information to identify, and to address, wrongdoing and bad practices, but it also requires a reliable system that inspires confidence among potential whistleblowers that their concerns are being handled sensitively and appropriately,'' she said.
Addressing the practice of different world countries which have introduced the system, Bossoutrot noted that the platform being launched in Armenia stands out with a more advanced functionality, allowing the country to be real model of a global good practice. ''It will be indeed a cutting-edge government-managed whistleblowing platform [allowing for] two-way communications and very important tracking of results.''
The WB country manager also appreciated the Armenian authorities' progress in the fight against corruption since the "Velvet Revolution" last year.
The system protects the confidentiality of reports through the specific user's Internet Protocol Address.It ensures access to the Prosecutor General's Office of Armenia.
The single platform should also have a feedback system facilitating the collection of the necessary data and records. Its maintenance is entrusted to the agency authorized by the Government of the Republic of Armenia. The technical properties and the maintenance procedures are also established by the Government.
