President Donald Trump is bypassing Congress to sell $US2 billion worth of arms to Saudi Arabia by invoking a loophole in the Arms Control Act. The loophole gives the State Department authority to sell arms during if an "emergency exists." The Trump administration has reportedly referenced the recent tensions with Iran to justify the sale.
