Navy chief Admiral Sunil Lanba has said the Balakot strike constituted a paradigm shift that will compel Pakistan to change its behaviour on fueling cross-border terrorism. "India's pro-active action has changed the discourse. A new norm (retaliation to terror attack) has been set. I am sure it will lead to behavioural changes in our adversary," he said.
