Toledo City Council has been considering plans for the redevelopment of the site of the Elder-Beerman store in West Toledo and the possibility of tax subsidies to encourage such redevelopment. While subsidies may at times be useful to spur economic growth, city leaders should be wary about using these subsidies for retail.
