Derailleur housing end caps

How tight should the end caps fit on the derailleur housing? My housing is 4mm and I bought new end caps also 4mm and they are not that tight. The ones I used before were very snug and I had to install with some force, but the new ones I got just seem to slide on fairly easily. Is this correct?
