70's Weinmann side-pulls only pulling on one side?

This is my first time working with oldies like this. Why for are both sides not pulling? Did I just cable it incorrectly somehow? I mean, it looks like the other side is moving just a hair, but I don't think it's because it seems pressed up again the rim already.
