Covered eyelets

I feel like this may be the dumbest question of all time. I apologize in advance.

Im trying to install a rack on my 2019 Specialized Sirrus and the top eyelets are covered. Looks like black metal or rubber “plugs.” Do I just peel/pry them out or what? The rear wheel dropout eyelets were open, so I’m completely confused.
