In response to its Phoenix pay system troubles, the federal government has initiated a successor project called Next Generation Human Resources and Pay (NextGen HR and Pay, for short). It’s supposed to replace the Phoenix system. But with this move, the government has dedicated $16 million to figuring out a new solution without a defined business case – and the initial bill does not include the cost of implementing the solution.
