ALBANY — Gov. Cuomo warned Monday that "weird things happen" when voter turnout is low.

Cuomo, in a low-key knock against Rep. Alexandria Ocasio-Cortez’s own primary win, said he sees a path to victory for upstart Tiffany Cabán in the Democratic primary for Queens district attorney on Tuesday.
