Moscow’s claim that Ukraine is not ready for a new gas transmission agreement on European terms is only a pretext for rejecting a long-term commitment to using the Ukrainian gas transit route. Russia also wants lower tariffs, debt settling, and role for Gazprom in operating Ukrainian gas network.
