Peugeot Single Speed Road Bike Used

Hello Bikers! I am very new to the bicycle world but I am looking into buying a commuter bike, mostly for exercising. I am a student, so I do not have much money, but I also spend a lot of time sitting and studying. I am looking into a used bike to commute to school and help me stay active. I am in the Philadelphia area and I see a bike that is within my price range 75-100. I do not know a single thing about inspecting bikes and what to look for, but I see a post that interests me. Any advice is well appreciated. Thank you!
