MOSCOW (Sputnik) - Russia will monitor the situation around the tanker Nika Spirit arrested in Ukraine, but it is up to the owner of the vessel to challenge the decision of the Ukrainian authorities, Russian Deputy Foreign Minister Grigory Karasin said Tuesday.
