Help me get a pick for my uncle

My uncle is a 60 year old painter standing 5 feet 8 inches tall. His bike was stolen and I want to get him a new one. I was initially thinking of getting him a road bike but his commutes are typically not that long and I don't think it would suit him well. I have basically been browsing the local sites trying to find him something around $200-300 CAD. I live in Victoria, BC, Canada.

Any suggestions for what would be a good fit? I feel like any straight bar bike would suit him well I just can't tell if a bike is a good buy or not.

Any info is great - I just want to hook him up with something reliable and not too flashy that it will be stolen haha. Thanks.
