02 Honda CRV ignition switch bad?

We replaced alternator last year and just replaced the starter. Also has a good battery at 13 volts. Car is not starting, not turning over. Just a click is heard from the starter and fuse box. Soo, we tested the ignition switch with a multimeter. White wire that I’m guessing goes from battery reads at 11 -12 volts. Black/white that I read goes to starter reads at 2.0 volts. The other wires such as heater blower wires read out at 10-11 and the heater still turns on. We’re thinking the ignition switch may be bad, can anyone confirm this before we go buy the part?
