BADGES DON'T GRANT EXTRA RIGHTS. Police Officer out of control. Deadly Force presented when occupant opens front door.

In the early morning hours of February 24, 2019, the subject in the video was awakened by Officer Harvey (Steve) Stewart and Officer Kevin Malloy of the Union Point, Georgia Police Department (note how the officer beats incessantly on the door). The claim was that his dog had barked, growled, and shown aggressive behavior toward EMS personnel who were on a call nearby. When the occupant of the home answered the door, Officer Stewart already had his gun drawn and pointed his service weapon at the occupant and the dog. The video shows that the man had to un-tether the dog from a porch post in order to put him in the house. The man also claims the dog is not his, but he was just "trying to keep up with him". It is suggested that the man found the dog at large and tethered him outside because he already had a dog inside.

The man attempted to re-enter the home after securing the dog, when Officer Harvey (Steve) Stewart demanded to see rabies tags. It appears he attempted to enter the home when the man pulled the door shut and said "you're not going in the house". Following that, the occupant was thrown to the ground and tased several times. The video shows the man is complying with officers, yet Officer Stewart continues to apply his taser and screams at the man the usual go-to claim: "stop resisting". Stewart continues to scream at the top of his lungs at the man during the entire encounter. This was a response to the occupant telling the officers they were not going in the house. Clearly, that angered Officer Harvey (Steve) Stewart. The man was charged with the "catch-all" charge of obstruction of a police officer.

I should point out that it appears Officer Kevin Malloy appears displeased with how things are going, and attempts to detach himself as much as he can. He still engages in assisting Stewart, but he essentially had no choice in the matter. Not defending Malloy, just my observation.

It should be noted that Harvey (Steve) Stewart had, a few years prior to this incident, resigned from the Greene County, GA Sheriff's Office while under investigation. This was related to an arrest of a couple for a reported domestic incident. The couple was handcuffed and paraded NAKED in front of nearby residents from their home to a patrol vehicle. It was alleged that Stewart falsified reports concerning the incident. The matter was so egregious that the Sheriff at that time (there's a new Sheriff now) had written a letter to the District Attorney suggesting that any reports filed by Stewart should be considered unreliable. (All verified by public records disclosure.)

As a result of this incident, and several complaints of excessive force by officers of the Union Point, GA Police Department over the past 24 months, (about the same time Harvey (Steve) Stewart joined that Department), the Mayor and City Council voted to disband the more than 100-year old Police Department permanently and contract with the Sheriff for police services in the City. This vote was conducted Sep 6, 2019 to close the Police Department down at midnight Sep 30, 2019. A 42 USC 1983 civil rights action is being prepared for filing in Federal Court by the man's attorney. (The identity of the "victim" is not being disclosed here, though it was in local news coverage.)
