Acting chief of staff Mick Mulvaney said the decision to withhold military aid from Ukraine was part of efforts to clean up corruption in the Eastern European country. And he appeared to refer to allegations about a purported Ukrainian link to Russia's hack of the DNC during the last presidential election.
