When the San Rafael City Council meets on Monday at 7 p.m., it will appoint a new vice mayor. It will also consider approving a 4.9% garbage collection rate increase; approving a use permit for transitional housing for the homeless in a portion of the Lourdes Convent at 77 Locust Ave.; and changing the speed limit on Francisco Boulevard West, Woodland Avenue and Du Bois Street.
