Transfer frequency in Master League and Become a Legend

How do you set up the “Transfer Frequency” option in ML or BAL mode? For me, “normal” is to unrealistic because the teams dont change their squads considerably after some seasons, keeping almost the same team. I prefer “high” or “very high”, because it's more often to have big signings.
What's your opinion?
