I think you are here somehow separating penalty from disqualification. Penalty is a term to describe a player is going to face consequences for breaking a Rule. However, even though IMHO there is a tacit agreement between B & C, no participant to this thread dared to disqualify these two smart players B and C! What a difference between "no penalty" and "disqualification" – B and C are lucky to meet nice Referees! Regards – JMC
At the early stage of this thread penalty was indeed suggested to both players (incorrectly, as it later turned out) but as it was not known whether both players knew they were violating R15.3a deliberately the penalty would have been 2 PS instead of DQ which IMO is the correct one should there be any doubt of any deliberate breaking of the Rules.
