An NBC News investigation, in partnership with affiliate KARE-11, found that the office handling civilian complaints against members of the Minneapolis Police Department labeled more than a quarter of complaints since 2016 as “inquiries,” which means that the complaint wasn’t signed or the investigator needs more information.
