He was wounded at a recent clash in Puerto de Guaymas, before his corpse was left in the Loma Dorada neighborhood by fellow hitmen.
Reports say officials found Soto riddled with bullets after he was thrown from a moving vehicle.
Soto had been linked to another shooting in the northern section of the city.
The claims come after reports that El Chapo’s sons have launched a brutal war to try and seize back his drug territory.
This lead to reports in June that as many as ten bodies were found dumped by a roadside.
Los Salazar originate from the municipality of Chínipas, Chihuahua, and first became known widely in 2005 as cartel violence escalated.
They reportedly trafficked drugs and migrants to the US for the Sinaloa Cartel.
It was led by Adán Salazar Zamorano, also known as Don Adán, until he was jailed in 2011.
Angel Daniel N, known as El Dany, was tracked down by Mexican troops and the National Guard in the city of Culiacan in the Mexican state of Sinaloa on August 8.
