Andrea Pirlo is eager to add Suarez’s invaluable experience to his side and partner him alongside star man Cristiano Ronaldo.
However, the deal is being held up because Juventus have already used up their limit of two non-EU signings this summer.
Juve landed Brazilian midfielder Arthur from Barcelona and US international West McKinney.
It means they can only sign Suarez if he obtains an Italian passport – something the club are frantically looking into.
According to Eurosport, via reports across Italy, this remains a possibility because the striker’s wife, Sofia Balbi, is a citizen of the country.
Suarez would then need to sit a level B1 Italian test, a lower intermediate level, to grant him an EU passport.
It means any potential deal is likely to drag until the end of the transfer window which closes on October 5.
Juventus are not willing to put all their eggs in one basket and are also looking at deals to sign Alvaro Morata and Roma’s Edin Dzeko.
