Narendra Modi's Varanasi fails Swachh Bharat test

Varanasi’s poor performance is a big setback for Modi as a day after winning the Lok Sabha election, he had taken a pledge on the banks of Ganga, promising to clean up every street and lane of the city. Varanasi is just a shade better than Jammu (427) and Amritsar (430).
