Toronto police arrest second suspect in arson investigation following East York explosion

Police allege the suspects were using chemicals to manufacture drugs before an explosion and subsequent fire tore through an apartment building just after 5:10 p.m. on Nov. 27 in the area of Woodbine and Queensdale avenues.
