Kumar’s police career began in 1942 when he joined the Imperial Police (I.P.) at the age of 22. The Service was a precursor to the present day Indian Police Service (IPS). In those days, only one Indian was selected for the IP in a year. All the other officers were British. The IP exam was conducted by the Federal Public Service Commission.
