NYC Mayor Bill de Blasio declared a state of emergency late Wednesday night as heavy rains pummeled the city with flash flooding. The Metropolitan Transit Authority, which runs the subways and buses, told New Yorkers to "avoid all unnecessary travel" early Thursday morning.
