In camouflaged acknowledgement of the huge elephant in the room, the ball of the Ottawa Police Service's budget has been tossed to the sole Black member of the Ottawa Police Services Board, Rawlson King, to carry into the end zone. King introduced a recent successful motion at the board to approve a two-per-cent budget increase for the OPS, instead of the 2.86 per cent the force had asked for.
