Blacklist Putin's Terrorist State

With Russia's slaughter of Ukrainian civilians entering its third week, the least the West could do is formally recognize Vladimir Putin for what he is: an international criminal. If it does not, its longstanding commitments to the rule of law and basic human decency will be called into question.
