The delay is largely due to the state of politics in Goa which has seen MLAs frequently party hopping and bringing down governments. In the last two decades, there has been only a handful of party MLAs who have been loyal to their parties. For instance, out of the 20 BJP MLAs, 12 have a history of jumping ship from several parties.
