Belgium mourned on Sunday after a car ploughed into a crowd of early morning carnival-goers, killing six people and injuring dozens of others as authorities ruled out an act of terrorism. In February 2020, a man rammed his car through a carnival procession in Germany, injuring dozens of bystanders including children.
