The Finnish gambling act designed to protect problem gamblers, or ensure a state monopoly?

The Finnish parliament has approved the country's suggested Lottery Act, at its first round of hearing, which sets out tighter regulation for operators based outside of the country as well as new measures to help protect the state lottery monopoly. Government monopoly currently controls around 1/3 of the Finnish casino and iGaming market. The state monopoly has been declining in terms of its produced revenue as foreign companies continued to cannibalize its market share.
