Sarkar is the chairman of BJP's refugee cell in West Bengal. "The CAA must be rolled out in a bid to meet the long-time aspirations of the people. As the head of the state refugee cell, I think that the CAA will finally come into force by December this year," Sarkar said.The framing of rules for the CAA will pave the way for its implementation, he said.
