Congress Parliamentarian Shashi Tharoor, seen as a potential candidate for Congress Presidential poll, on Saturday welcomed assurance from Madhusudan Mistry, Congress Party's Central Election Authority, that proper arrangement has been made to provide names of electorate delegates to anyone seeking to contest for the post of the Congress President.
