Classes on hold for thousands of international students still waiting on Canadian study permits

The first week of college and university in Canada has passed, but thousands of international students were not at orientation or in classrooms because they are still waiting on study permits. Immigration, Refugees and Citizenship Canada says it is hiring more staff to help tackle backlogs, but advocates say students are stressed and losing money.
